El Escudo fue establecido por Decreto de la Soberana Junta Gubernativa del Imperio, fechado el 7 de Enero de 1822 y establece que "las Armas del Imperio para todas las clases de sellos sean solamente el nopal nacido de una peña que sale de la laguna, y sobre él parada en el pie izquierdo un águila con corona imperial".
