En 1872 fue inaugurado este edificio de fachada neoclásica que se extiende por la Alameda Bernardo O’Higgins entre las calles Arturo Prat y San Diego101 . El diseño es obra de Lucien Ambroise Hénault y fue la primera de muchas obras que el estado chileno le encomendó a este arquitecto francés. La construcción estuvo a cargo de Fermín Vivaceta.
