The original building was completed in the center of Sapporo in 1873 by the Building and Maintenance section of the Industry Division of the Kaitakushi. Lost by an accidental fire on January 17 in 1879.
Kaitakushi, literally Exploitation Envoy, is translated to various forms: Settlement Envoyship, Hokkaido Colonial Office, Hokkaido Exploitation Agency and more.
