Summary
Rationale: The Cable and Wireless form is made up of plain text and shapes so is not copyrighted and the rest of the text was filled in by a clerk upon receipt, so just like an ordinary letter, does not obtain any copyright being just a plain text too. The original author of this official document (original letter for telegram) is Jamal Abdelnasser, the former president of Egypt, and as per the Egyptian Law, all official documents are in public domain. So the text itself is in public domain, the clerk who has has filled the form has just written down a public domained content. So rewriting a few words, is negligible to be copyrighted and does not meet the threshold of originality needed for copyright protection.
