Born in Santiago de los Caballeros to Mr. Francisco Antonio Espaillat, a wealthy French-born landlord and slaveholder, and Mrs. Petronila Velilla, whose father was Aragonese. President of the upper house of the Dominican Republic (1844-1848), then known as the Conservative Council, now known as Senate. President-elect of the DR in 1849. He was uncle of Ulises Espaillat, president of the DR in 1876. |
