There is no indication at the original source that the footage this image is captured from is in the public domain, and we have no evidence that its creators ever relinquished their rights in permitting the NWS to use it.

At different times, various regional offices of the National Weather Service have held contests or other public outreach exercises that have made release into the public domain a condition of participation. However, there is no evidence that connects this particular image with any one of those initiatives.

This image is in the public domain because it was stored on the web servers of the U.S. National Weather Service. NWS-created images are automatically public domain in the U.S. since the NWS is a part of the U.S. government. However, the NWS sites also host non-NWS images which have been submitted by individuals: these are generally shown as "Courtesy of ...". Such images have explicitly been released to the public domain by the copyright owner as part of the upload process.
