In 1999 the northern part of the department was split off to form the new Plateau Department.
The department is divided into 9 communes: Adjarra, Adjohoun, Aguégués, Akpro-Missérété, Avrankou, Bonou, Dangbo, Porto Novo, and Sèmè-Kpodji.
