Exists for the blink element. All it does is this:

and then

<span class="blink-css">{{{1}}}</span>

That is: it imports the stylesheet Template:Blink/styles.css, which adds styles for the class "blink".

This template exists for demonstration purposes in articles about Cascading Style Sheets. It uses a stupid grotesque hack that spits in the face of WP:MOS! Do not use it for emphasizing text in general. NEVER, EVER USE THIS TEMPLATE TO EMPHASIZE TEXT IN AN ARTICLE!
