Example: {{YearsInHockeyDecade|200|7|1999|2010}}

For the year 2007,

the first three digits (indicating precise decade) are in position one
the last digit (indicating year of decade) is in position two
the last year of the preceding decade is in position three
the first year of the subsequent decade is in position four
