In 1929, Chiba would be latter transferred to the Kawai Movie Negamo Photo Studio and in 1930, directed his first film debut called Aojiroki hitobito. In the early days, he directed many historical films, and after working for Fukoku Film Company and Taiwan Production, Chiba joined Nikkatsu. Around this time, Chiba began to work on many contemporary dramas, and then moved to Nanpo Movies to work on the problematic work Renga jokô, which depicts the interaction between Japanese craftsmen living in slums and Koreans living in Japan.

This work was disapproved by censorship and also caused the dismantling of the Nanpo Movie (the movie was released in 1946 after the end of the war). During World War II, he worked with Daiei Tokyo Studios and became a freelance photographer in 1947, shooting his film "Aru yoru no seppun", which depicts the first kissing scene in the history of Japanese cinema. Next, he directed "Invitation to Happiness" and "Ikiteiru Gazette", starring Denjiro Okochi at Shintoho, and "Nakinureta Ningyo" starring Hibari Misora at Matsutake Kyoto is also called a prototype of a salaryman comedy at Toei Tokyo. Established a position as a hit maker by succeeding the "Salaryman Mejiro Sanpei" series (a series work was also made by Toho) and the first work of the president series "Hesokuri President" at Toho.

Since 1956 , Chiba became an exclusive director at Toho for "Oban" series, which is a record of the market price of real stocks, "Demon Fire", "Shitamachi (downtown)" of the short series "Diamond Series", In addition, he will mass-produce hit works such as "Honkon no yoru" and "Honolulu, Tokyo, Hong Kong" starring Chinese superstar Lucilla You Min, which was created to produce Lee Kaoran after the war. In 1969, Chiba suffered from a heart attack while directing "Mito Komon Manyuuki" starring Hisaya Morishige, and retired as a movie director. He has supervised series such as the TV Seishun Gakuen series "What's The Youth" (produced by Toho Co., Ltd., broadcast by Nippon Television), which started in 1965. From this series, Takeshi 'Ken' Matsumori, Susumu Kodama, Susumu Takebayashi, Masahiro Takase, Mikio Komatsu and other disciples made their directorial debut.

Even after retiring as a director in 1969, he has supervised "Jump Out! Youth" and "We Are Youth!". Regarding the solid craftsmanship, producer Sanezumi Fujimoto of Toho, who has often appointed Chiba since the disappearance of the Nanpo movie, has a lot of trust, and Chiba after transferring to Toho is indispensable for Fujimoto's production work, became director after recovering his health. When Fujimoto compared Toho's film director to the batting order of the baseball team around 1964, Chiba was also listed as the number one batter in the 1st Army.

By the way, Mikio Naruse, Akira Kurosawa and Hiroshi Inagaki were assigned to the cleanup. It is also known that Chiba worked on a relentless serious drama that looks at the ugly parts of the real world, such as "Two Sons" and "Onibi", between the hit series that Toho made a company luck. In addition, "Meshi", which triggered the resurrection of Mikio Naruse, was originally supposed to be directed by Chiba, but it was directed by Naruse because Chiba got sick.
