Design
The five horizontal (facing left and right) stripes are blue, white, red, white, and blue. The top stripe is half as tall as the flag. The three stripes in the middle are each one-twelfth as tall as the flag. The bottom stripe is one-fourth as tall as the flag.
The middle of the circle of 10 yellow five-pointed stars is on the red stripe. It is three-eighths away from the left side of the flag.
