In the 2015 federal election, he was elected as the Member of Parliament (MP) for Winnipeg South Centre. He is the Minister of International Trade Diversification in the Cabinet of Canada, headed by Justin Trudeau. He was Minister of Natural Resources from 2015 to 2018.

In October 2019, Carr was diagnosed with multiple myeloma.

Carr was Jewish and had a bar mitzvah in 1964.
