@Chenzw -- I'm sorry you have developed this opinion; and I don't understand it. This request calls for a different response. I can only guess is that this has something to do with SEWP's culture of bullying.

In very plain terms, we start with one clear fact. The ordinary ability to change my username is part of a process. It empowers me in drawing a line between what is within my control and what is not. Are you asserting that it is not within my power to exercise this small degree of personal control? Why not? The new name wards off something bad; and it looks towards a prolonged period of peaceful work.   Bureaucrat note: Per your comment here, I would want to put it on the record that I do not approve of the reason behind your requested rename. My opinion is that it is in the long-term interests of the wiki to decline this request at least while the dispute mentioned at Wikipedia:Administrators' noticeboard#Bullying is still ongoing. To approve this request and, as you put it, take you "out of this arguing context", is akin to ignoring the larger issue at hand. I've seen those edits. I still think that it's not a barrier to usurpation here. I'm not asking to usurp the credit for his work, I'm just asking for the username. His work will still be credited to that user.
You should rename that user, because of the possible impersonation problem. I'm very known user in hr.wp and en.wp (English!) and elsewhere across Wikimedia, I'm established user, with very big editcount, my word is appreciated among my colleagues, users trust to my word.
That user with the same username appeared here in a week when I was not on Wikipedia. [10]June 11. This is my activity on hr.wiki [11] (see the bottom) on that week (absent June 8 - June 15). At the time that user appeared, I have been established Wikipedian for years (and sysop).
Because of that possible impersonation problem, I have been uncomfortable.
That account is a "sleeper-account": user appears very rarely. What if he appears after few years or never again? For him, Wikipedia is occasional thing. For me, it's regular thing, I'm regular author, sysop and maintainer, and established user on Wikimedian projects under the name Kubura.
That occasional user will be renamed anyway, without asking him or You (see SUL finalisation announcement). Therefore, I find that it's better that You rename that user so we can solve this issue locally. Sincere greetings, Kubura-radispajanjaračuna (talk) 01:25, 2 May 2013 (UTC)
That is irrelevant due to usurping rules we can't usurp a name of anyone that has major content edits. As such we wouldn't be able to usurp his account for you. I've looked at the similar case on nl.wp, the case that user Floflo from fr.wp mentioned.
Here's what they did for fr.user Floflo.
They informed (on 10 apr 2012 ) the nl.user Floflo. They gave him two weeks for response.
After that, they renamed nl.user Floflo -> Floflo (hernoemd).(hernoemd=renamed).
Here's the user rename log of the bureaucrat (also a steward!) that renamed him:
00:52, 24 April 2012 Mathonius (Talk | contribs) renamed user Floflo to Floflo (hernoemd) (8 bewerkingen. Reden: Conform verzoek op Wikipedia:Verzoek voor hernoeming van account (oldid=30474112), zie tevens dit bericht)
The contributions of nl.user Floflo are credited to him, also after the renaming, no loss. Two major edit(s), 6 in total. Article Frans van Veen. Article history: credits given to old nl.user.
On this project, the simple.wp user [12] has 18 edits, only 3 major, 1 blanking. That's not a lot. Similar case as Floflo.
So if no response, You can do as colleagues from nl.wiki did: they renamed the user, although he had few major edits.
The exceptions are made here. Please, no need for blindly hard sticking to the "usurping rules": they have not predicted this kind of situation. If simple.wp user Kubura wanted to be renamed, You'd rename him, without any problem. Why will that be a problem after 2 weeks? And he will be renamed on 27 May, without anyone's consent. But he will be effected, they won't be attributed to him under his chosen name. As I stated below they should't have renamed him at nl wiki like they did. You will be renamed in two weeks. He has had this account for years. Why you are suddenly desperate for a rename two weeks early when its likely you will have the SUL once the meta policy goes through has me suspicious about the situation. Tirkon at Simple Wikipedia has the same name like me Tirkon, but is another person. He had only 4 edits on 12 June 2006 and was blocked the same day indefinitly. One of the edits was an article edit, that deleted the whole article text and was reverted a few minutes later. The other three edits were on the discussion page of other users. Because of this I got messages from other wikipedians what the hell I did on Simple Wikipedia.

I would like to add this account to my SUL - but only if I can keep my name "Tirkon", because other people know me by this name in reallife and other *.org -projects as well.
