Kirkuk Executions 1991

The Mass Executions in Kirkuk (1991) took place in March 1991, in the aftermath of the 1991 uprisings in Iraq. Following the Kurdish capture of the city of Kirkuk, some armed Kurdish individuals reportedly carried out summary executions of individuals believed to be affiliated with Saddam Hussein’s regime, including members of the Ba'ath Party and Iraqi police forces.

Background

After the end of the Gulf War and the defeat of Iraqi forces in Kuwait, uprisings broke out across Iraq in 1991, particularly in the Kurdish north and Shia-majority south. Amid the collapse of central government control, Kurdish forces and civilians seized power in several northern cities, including Kirkuk.

The Executions

Following the Kurdish takeover of Kirkuk in March 1991, reports emerged of mass retaliation against regime loyalists. According to PBS Frontline, in at least one documented instance, "Kurdish fighters rounded up every policeman, officer, and known Ba'ath Party member they could find and executed them."[1]

Human Rights Watch documented similar incidents of summary executions in various parts of northern Iraq during the uprisings. Their report noted that "opposition groups summarily executed Ba'ath Party members and security officials" in towns such as Tuz Khurmatu.[2]

While exact figures are unclear, some sources estimate that around 10 individuals were executed in Kirkuk during this period.[3]

Aftermath

No formal investigation or legal process was initiated regarding the Kirkuk executions. While some individuals involved in the uprisings later became officials in the newly formed Kurdistan Regional Government, there is no known accountability or judicial review related to these incidents.
