La Rioja, founded in 1591 by Spanish conquistador Juan Ramírez de Velasco, is the largest city in the province with a population of about 181,000. It has a semi-arid climate with hot summers, mild winters, and an average annual rainfall of around 411 mm, mostly concentrated in summer.
