Soviet (council)
The Soviets were the workers councils of the Soviet Union and the organizations the country took its name from. In theory, these councils were to govern the USSR, but in reality, Soviet power was almost always concentrated in the hands of the premiers and the highest ranking members of the Soviet Communist Party.
