When categorizing people from the United States, it is common to include which state they are from. The state they are born in is certainly notable and should be listed. Any other states they are notable for being in should also be listed. For example, A person born in California who became the Governor of Minnesota would be listed as both California and Minnesota. In a case like this, the Minnesota category would be covered by Category:Governors of Minnesota since it is a sub-category of Category:People from Minnesota.
Because of the large number of articles on people from certain states or certain professions, sub-categories are used to sort them further. For example: Category:Singers from New York. In extreme cases, for the largest of cities, these categories may be broken down even further to include the city and its nearby area (Category:Actors from New York City. Two main examples of this are the Greater Los Angeles Area and New York City. These two cities have such large populations that they can support their own category trees. In these cases, the people categories are usually limited to the most upper level sections (i.e. actors, athletes, singers, musicians, musical groups, writers, scientists) but not all cities or states will have all of these groups as there are not enough articles for them to be created.
