Leo J. Dulacki
Leo John Dulacki (December 29, 1918 – January 4, 2019) was an American lieutenant general in the Marine Corps. He was born in Omaha, Nebraska. He served in the Corps during World War II, the Korean War and the Vietnam War.
During his 32 years of active service Dulacki held several important intelligence assignments in Moscow and Helsinki. He finished his career as Director of Personnel/Deputy Chief of Staff for Manpower at Headquarters Marine Corps.[1]
Dulacki died on January 4, 2019, at his retirement home in Sun City West, Arizona, at the age of 100, 6 days after his birthday.[2]

It is defined in Executive Order 10538 (alternate source) as: Standing upon the western hemisphere of the terrestrial globe containing the lines of latitude and topographical outlines of North, Central, and South America, an American bald eagle with wings displayed horizontally and inverted holding in his beak a scroll inscribed with the motto SEMPER FIDELIS, all bronze.
