While at the Whitecaps, he won the Soccer Bowl '79 against the Tampa Bay Rowdies. In 1981, he became the manager of Canada. He notably managed Canada at the 1984 Summer Olympics and at the 1986 FIFA World Cup.[1][2] He would return to manage Canada between 1990 and 1991.

Waiters died on 5 November 2020, aged 83, of complications from pneumonia.[3] Because it took a few days for his death to be made public, some sources accidentally report his date of death as 10 November.[4]
